Harmattan Energy Ltd is a wholly owned subsidiary of Havoc Partners LLP. Harmattan currently holds 37.06% in PEL 90, located in the Orange Basin, offshore Namibia.
The Offshore Orange Basin is an emerging petroleum province, and recent successes including Shell’s Graff-1 and TotalEnergie’s Venus-1 discoveries have revealed the vast potential of this area.

PEL90 (Block 2813B) covers 5,433 sqkm offshore southern Namibia, in the northern Orange Basin, in water depths between 2,300m and 3,300m.
The Namibian offshore is an under-explored province, having just 19 wells drilled along a 1,600km coastline. Many of these wells have proven the existence of good quality regional source rocks and reservoir intervals, but until recently commercial success had proved elusive.
In mid-February 2022, it was reported that Shell’s Graff-1 well discovered light-oil in two reservoir intervals, proving the oil-prone petroleum system in the Namibian portion of the Orange Basin. Graff-2 was spudded shortly after to appraise what is thought to be a significant resource (potentially 250-300mm bbl).
In late February 2022, TotalEnergies announced a light oil discovery at Venus-1, with the well encountering 84m of net oil pay in good quality Lower Cretaceous reservoir. The pre-drill resource was reported to be in excess of 1bn bbls, and more recent reports suggest the resource could now be greater than 2bn bbls. Venus-1 is located less than 60km from the southern boundary of PEL90.
